Anchored by long-standing favorites like the Children’s Theatre and a recently expanded taproom called The Brewing Projekt, the district also features scenic riverfront trails, including the iconic High Bridge, and is seeing new investment with a 71-unit apartment complex now under construction. North Barstow District

The North Barstow Redevelopment District has transformed into one of Eau Claire’s most active destinations, fueled by projects first envisioned more than two decades ago. Anchored by Phoenix Park and the popular Farmers Market pavilion, the district also features major investments like the Royal Credit Union corporate headquarters, Jamf’s downtown campus, Riverfront Terrace Apartments, the Children’s Museum of Eau Claire, Menomonie Market Food Co-op, and the B7 Flats mixed-use development. Around these anchors, a growing collection of restaurants, shops, and small businesses has taken root, making the district a lively extension of downtown.

Supported by a Tax Increment Financing, the North Barstow District continues to evolve with improvements to streets and utilities, expanded parks and trails, and opportunities for new mixed-use development that strengthens its role as a community hub along the Chippewa River.
