North Barstow District

The North Barstow Redevelopment District, established in March 2002, is located south of Madison Street alongside the east bank of the Chippewa River. The City of Eau Claire adopted the district plan to eliminate inappropriate land use, renovate deteriorated and obsolete structures, and improve the environment, while encouraging economic activity and reducing fragmented land ownership.

District Overview

The North Barstow Redevelopment District has become one of the most-visited areas in Eau Claire thanks to the completion of projects first introduced in the redevelopment plan over a decade ago. These include Phoenix Park, the Farmer’s Market pavilion, Royal Credit Union Corporate Headquarters, the Jamf Software build, Riverfront Terrace Apartments, and the Phoenix Park mixed-use development. Scores of additional small businesses, restaurants, and shops are now located in and around the district as well.

The North Barstow District is in a Tax Increment Financing District (TID).

The TID will support:

  • Street & Utility Improvements
  • Park, Trail, & Public Green Space Development
  • New Mixed-Use Redevelopment
